Imo State: Between The Devil And Deep Blue Sea

Never  in the recent history of any  people have their prospects of been  so bleak and in dire straits as what stares the hard working people of Imo state in the face right now, starting from the debacle of Mr. Rochas Okorocha’s near eight year comic rule to the prospects of extending the governance nightmare to another four years.

The recent choice of candidates for the top job in the state by the two major parties, the All Progressive Congress, APC,  and the Peoples Democratic Party, PDP,  is  chillingly harrowing. The two earlier contenders in the ruling APC, Mr. Hope Uzodimma, a serving senator, who first claimed to have won the primaries has nothing in his pedigree either in business, career, profession or even politics to recommend him for the top job in the state, which for all its seeming glamour is a burden for which any worthy occupant must toil in privation and humility while radiating only uncommon ideas  with the will of steel to offend vested interest and step on big rotten  toes.

APC Crisis: Oshiomhole Is Becoming A Problem, Not The Solution

The most compelling attribute of Adams Aliyu Oshiomhole, the new chairman of our great party, the All Progressive Congress (APC), remains the doggedness in which he organized protests during the democratic regime of then president, Olusegun Obasanjo. But events thus far are revealing the hard truth: trade union activism is far from party leadership. This point is that, Oshiomhole, who was brought in to stave off crisis and lead the party to victory in 2019, is already becoming a problem, not the solution.

Recall that the first turmoil that greeted Oshiomhole’s chairmanship was the splinter group, the Reformed APC (R-APC). Instead of exploring meaningful avenues for peace at the time, the new party chairman heightened the crisis by attacking the group’s credibility. To Oshiomhole, the R-APC was inconsequential, boasting that the party would win in 2019 regardless. He went further to dismiss the group merely as a “counter force” against “President Muhammadu Buhari’s resolve to fight corruption.”

The political rivalry in Imo State is reminiscent of a dramatic form which depicts the circumstances surrounding the fall of despots. The state has been in dire need of such a dramatic conflict, blighted by a long history of poor leadership.

Its last notable civilian governor remains the late Samuel Onunaka Mbakwe, who ruled the old Imo State comprising the present-day Imo State, Abia State and parts of Ebonyi State. Since that seasoned administrator, whose concern for the down trodden earned him the appellation of ‘weeping governor,’ left the saddle 35 years ago, the state has been unable to fill the vacuum. Those who succeeded him all failed to display a similar sense of responsibility, intellectual depth, and social empathy.

Gov Okorocha Restores Assumpta Avenue, Owerri

The Imo State Government has corrected what it called the “error” or oversight of “wrongly installing a street sign suggesting (the) renaming” of Assumpta Avenue. It has equally apoligised for the very unpopular action.

Assumpta Avenue which was named after Maria Assumpta Cathedral of the Owerri Catholic Archdiocese was reportedly changed to Muhammadu Buhari Road by Governor Rochas Okorocha.

In a statement issued in Owerri by the state commissioner for information, Professor Obiaraeri N.O, the government informed the general public that the street’s name, Assumpta Avenue, remains unchanged.

It would be recalled that the decision of Governor Okorocha to rename the street drew the ire of the Roman Catholic community in Owerri and across the nation.

Rochas Okorocha’s Ministry For Happiness And The Animal Farm Called Nigeria

Rochas Okorocha, a man who has spent more money on statues than he has on living human beings has now appointed his biological sister as “Commissioner for Happiness and Couples’ Fulfillment”. What sin did Imo people commit to deserve this embarrassment as their Governor? And this Rochas, a man that so wants his people to be happy that he creates a ministry for happiness for them nevertheless delays their salaries and pensions. And when his unpaid workers and pensioners take to keke riding to augment their income, he bans that too.

Apparently, Rochas has provided enough statues to make them happy! And the so called commissioner for happiness is anything but a happy camper. One could even ask whether she is commissioner for happiness or commissioner for ANGER? Her public comments since her appointment projects RAGE rather than joy. Perhaps she should have been made Imo state’s commissioner for DEFENSE?

Mr. Rochas Okorocha, Governor of Imo State is one of the leaders of the All Progressives Congress (APC). The APC’s signature tune is anti-corruption. Okorocha has just shot himself in the foot. He rolled out a red carpet for a man who doesn’t deserve it; he named a street undeservingly after him; he erected a multi-million naira statue to honour a man to whom honour is not due. He gave Imo State’s highest award to him as well.

Many governors in Nigeria do whatever they like because they have sycophantic houses of assembly who have a rub-my-back-I-rub-your-own, avaricious and gold-digging symbiotic relationship with them. It is a shame that the Imo State House of Assembly could have the temerity to defend Okorocha’s ignominious awards and rewards to a man whose countrymen and women hold in absolute contempt.

In October 2015, I wrote an article titled, ‘Okorocha Puts Imo in Chains.’ That piece was written as a direct response to Okorocha’s incompetence, maladministration, mismanagement of bailout funds, failure to pay workers’ salaries and pensioners’ entitlements, and the state’s poor infrastructure, particularly in Owerri. His government was riddled with corruption, outright thievery and official celebration of inanities as achievements. But the comic has shown an unrelenting inclination to betray the trust of the people by beating his own worst record of poor performance.

I had posited in the referenced article that “one is tempted to call for a psychiatric evaluation of the governor because clearly, something is wrong with a chief executive who wouldn’t construct roads, and who begs for a bailout to pay workers’ salaries – only to go on a wild spending binge abroad with scarce foreign exchange in the name of attracting foreign investors to his state. It is almost unbelievable the level of decay and rot that confronts anyone who visits Owerri”.

It is a shame that the situation in Imo has grown progressively worse such that it has reached a crisis proportion. Angered by my article, the boy-boy deputy governor wrote a disparaging and utterly vacuous counter-narrative to please his master. He tried to practise new highfalutin words he had just learnt on me. But today, we know better.

Rochas Okorocha, The Man Whose Vision Drives Crazy

When Imo State governor, Owelle Rochas Okorocha, told TELL magazine that “my vision drives me crazy,” many people did not take his words literally.

In November 2016, he tweaked the statement a little, this time saying his love for Imo State keeps him from sleeping. “I find it difficult to sleep now because I want to change the entire face of Imo,” he said.

Noble sentiments expected of a leader who means well for his people. But more than six years on the saddle, many Imolites are beginning to wonder whether their governor was speaking metaphorically or literally because his vision for the state (whatever it is) is not only warped, twisted and crazy, but can only be conjured by a mind that is not attuned to reality. It is tunnel vision.

The latest manifestation of such crazy vision is Okorocha’s deification of South Africa’s President Jacob Zuma in Owerri, Imo State capital, last weekend, when he unveiled a gigantic statue in his honour.

Zuma, who flew into the country on Friday, October 13, on what was a “private visit,” was on the same day conferred with a traditional chieftaincy title – Ochiagha Imo (Great Warrior) – by Eze Samuel Ohiri, chairman of the state council of traditional rulers. Former President Olusegun Obasanjo issued the title certificate.

The attention of the leadership of the Peoples Democratic Party (PDP), led by Senator Ahmed Mohammed Makarfi, CON, has been drawn to the statement credited to the Governor of Imo State and Chairman of APC Governor’s Forum, Mr. Rochas Okorocha, wherein he said the PDP should respect the ruling of the Friday, February 17, 2017 Court of Appeal Judgment and not to heat up the polity.

2.    This statement coming from Okorocha is not all that surprising. He is not known to be a person who exercises caution or restraint before making unguarded statements. His constant vituperation on matters small or big is indicative of an over excited mind desperately in need of a large dose  of tranquilizer. It is curious that while he would want the PDP to accept the verdict of the court of Appeal and not exercise its right of appeal to the Supreme Court, he was nowhere to be found when Sheriff refused to accept the judgment of the Federal High Court in Port Harcourt but instead proceeded to the court of appeal. In any case, what is Okorocha’s special interest in the PDP matter? Need Nigerians any further conviction that the APC is the unseen hand stoking the fire of crisis in the PDP and Sheriff and his cohorts mere puppets in their hands?

3.    The desperate attempt by APC to exonerate itself only further exposed its duplicity. The Police excuse for preventing a peaceful assembly of distinguished PDP members on alleged but unproven “security threat ” is an insult to the intelligence of Nigerians. It is the duty of the Police to provide security if they suspect any breach of peace . It is a gross abnegation of its responsibilities to prevent people from exercising their constitutionally guaranteed right of peaceful assembly.  No one is in doubt today that the Police has submitted itself to total control and direction by the APC.

Gov Okorocha’s Rough Treatment Of Pensioners

If someone told Imo pensioners sometime in 2009, that one day, they would be pushed to the wall, and then made to forfeit part of their entitlements, they would say it was unthinkable. But that is exactly what they have been confronted with as we rolled on with the Change Agenda in the state.

Yes, they wanted Change, but they have got chains as lamented by one of them last October. Since 1999, when this Nigerian new democratic experience started Imo, pensioners were paid their entitlements monthly without any hick ups, till May 2015, when government began to owe them, pension arrears started to build up, and by December 2016, most pensioners were owed 19 months arrears because some money was paid in August 2016. Some were owed for more than 20 months.

By mid last year, government started their dribbling, which we call mago-mago treatment of these retirees. First, without any consultations, or discussions with the pensioners concerned, they reduced the length of time of claim of each pensioner, and announced that those owed for 19 months would be paid only for 11 months, while those owed for 20 months and above would be paid for 12 months.

Government accepted to pay full entitlements to only those who retired at salary grade levels 1-7, the junior cadres. Second, after gauging the body language of these helpless, senior citizens, the state government considered it appropriate to hit the elders below the belt, by taking away a substantial proportion of their entitlements disingenuously.

They came out with a letter of set off addressed to the Accountant General of the state, a sample verbiage of which is reproduced here for understanding:

“I,… a pensioner, having retired on a salary grade level…from… with monthly pension of N85, 204.80; Being owed arrears of pension for 11 months which amounts to N937,252.80 do hereby accept, to collect 40% of the said arrears which amounts to N374,901.12 which represents the total accumulated arrears due to me up to December 2016, as full and final settlement of all other claims of which I am entitled to make against the State Government in respect of the said accumulated Pension Arrears. I voluntarily accept this payment due to economic situation in the country presently. I do hereby release and discharge the Imo State Government and his agents from all past, present, and future liability and from all actions and demands in respect of the said accumulated Pension Arrears.”

The pensioner would sign, thumbprint, and have his Traditional Ruler to sign as his witness, to the set off letter containing his bank details, and stating the name of his SDC Ward Coordinator, an APC creation. After owing them for 19 months, and more for some, many would have died in their thousands and now, those of them who refused to die, must forfeit a good portion of their claims or entitlements as a punishment.

Gov Okorocha’s Christmas Tree And Other Tales Of Political Vanity

Political vanity is a particularly Nigerian affliction and has been an ancillary scholarly interest of mine. I published an academic article in 2004 on the subject, citing several examples from Nigeria’s then fledgling experiment with civilian rule. The article dwelled extensively but not exclusively on the cases of late former governors Abubakar Audu of Kogi State and Mohammed Lawal of Kwara State.

The former had an obnoxious penchant for naming every government project after himself and his family members. The latter was so consumed by a need to personalize his power that all mass transit buses belonging to the Kwara State government during his tenure were boldly marked with the moniker “UP LAWAL.”

Since the publication of that article, similar examples of personalized power and political vanities in high places have proliferated. I am reliably informed that in Kayode Fayemi’s Ekiti State, a remarkable record of infrastructural investments was marred by an inexplicable insistence on naming all projects after the former governor and his wife.

Public office holders in Nigeria adorn their offices with all manner of silly award plaques. One former minister, God rest her soul, had an entire wall of her office covered in awards from all manner of organizations — some of them concrete, others clearly made up by sycophants to curry her favor. She liked to take pictures against the background of this wall of vanity. The pictures made it to newspapers and then to the Internet, where they live to date. It was a vulgar form of political narcissism, a kind of self-deification.

The said former minister was so in love with her own image that she invested energy, time, and resources feting and garnishing herself in awards and other accouterments of self-validation. She built a shrine to herself, reveling in her own proclaimed greatness. Fortunately, she was a largely effective, achieving public servant, so her political vanities didn't matter that much. She could be forgiven for her vain indulgences.

President Muhammadu Buhari’s wife, Aisha, hosted an impressive dinner party at the State House yesterday, December 17, 2015, to mark her husband’s 73rd Birthday. Observers are wondering how a president under whom Nigerians are experiencing one of the worst economic conditions in the country’s history can muster the presence of mind to have such a party and even plaster the social media with pictures from it – where they are celebrating and laughing as if they have no care in the world.

Tom Ikimi’s Lengthy Chronicle Of Falsehoods

I ordinarily would not have responded to Tom Ikimi’s lengthy chronicle of falsehoods, cheap blackmail and abuse. My only reason for this response is that I know Tom Ikimi’s style. He subscribes to the view that no matter how unbelievable a lie may sound if you brazenly assert it and repeat it often enough you may persuade many that it is in fact true.  I have seen Ikimi perpetrate this deviousness in his years in public life.

1. Regarding Ikimi’s bid for the Chairmanship of the Party. It was clear to practically everyone who had the interest of the party at heart that we simply could not have a man of Tom Ikimi’s antecedents as Chair of the party. As chairman of the NRC, one of the only two political parties in the country under the military transition programme, Tom Ikimi not only connived with the then military regime to annul the elections, terminate the democratic process and sell off his party. 

He became Abacha’s foreign minister, convincing the world that heinous state murders like the hanging of Ken Saro Wiwa were just acts! If Ikimi were the Chair of APC the party would have to sleep with both eyes open lest its chairman sell off the party before day break. No matter what anyone may say about me it is unlikely that I can be accused of supporting incompetent or morally light-weight individuals for important political positions. 

Rochas Okorocha Floors Ohakim At The Supreme Court

Emmanuel Uduaghan Wins Too...


The Supreme Court this morning (Friday, March 2, 2012), upheld the election of Owelle Rochas Okorocha of the All Progressive Grand Alliance (APGA ) as Governor of Imo State in the April 26 election.



In the judgment, the apex court cited Section 285 (7) of the constitution, which requires that judgment must be delivered within 60 days.

The Supreme Court also nullified the Appeals Court's judgment and upheld the ruling of the Imo State Governorship Election Tribunal, which had earlier declared Okorocha winner of the election.

In the view of the Supreme Court, despite the fact that the Court of Appeal had delivered its judgment within 60 days as required by law, it failed to provide reasons for its judgment within the stipulated time, and so that renders it invalid. 

The Court of Appeal had delivered its ruling on January 06, 2012, but had waited till January 24, 2012 before providing an explanation for its judgment.

The Supreme Court saw that as an act of infringement on the constitution and therefore nullified the judgment and upheld the ruling given earlier by the Imo state Governorship Election Tribunal.



Delta State Governor, Emmanuel Uduaghan


Former Imo State Governor, Ikedi Ohakim, of the Peoples Democratic Party (PDP) had taken his challenge against the declaration of Okorocha's as winner of the Imo State governorship election to the Supreme Court. But with this morning’s ruling, the matter has been laid to rest. 

Reacting to the judgment this afternoon, a political analyst described the judgment as a “great relief and heart-warming” to the mass of Imo people.  

“It was unimaginable for most Imo indigenes that the great transformation Okorocha is undertaking in Imo State should have been halted, and the old dark days of stagnation and decay reinstalled by a judicial pronouncement,” he said.  

Also Justice Tanko Mohammed who read the judgment on case between Governor Emmanuel Uduaghan of Delta State and his challenger, Great Ogboru,  gave the same reasons for dismissing Ogboru's petition and upholding the election of Uduaghan.
