Will Nigerians Ever Trust Their Legislators?

Nigerian citizens who may not have fully followed the tense political situation in neighbouring Niger may have been misled into thinking that for once, their federal legislators are no longer disposed to playing their rubber-stamp role towards the executive branch of government. But we can hardly know if they are really set to act as a check on the executive.

First, has President Tinubu actually asked for approval from them to militarily coerce the Nigerien army to restore democracy to Niger? Some say Tinubu merely informed the legislators of the prevailing viewpoint of ECOWAS on the situation in that country. Consequently, the senate could not have rejected a request which had not been made. To the onlooker therefore, both the president and the senate have been imitating our colonial officers of old.

The several interventions of the Nigerian military in the governance of the country affected one arm-the legislature more than the other two-the executive and the judiciary. This is because at each intervention, it was only the legislature that was always suspended.

Thus, the overzealousness of members of that arm since 1999 when democracy was restored in Nigeria to cover lost grounds is understandable. They have indeed, developed an inclination to display not only their assigned official powers but also those they have added by definition and perception.

Nigeria: Of Lawmakers And Bribe-Takers

From the judgement of a Federal High Court sitting in Lagos which orders President Muhammadu Buhari to “urgently instruct security and anti-corruption agencies to forward to him reports of their investigations into allegations of padding and stealing of some N481 billion from the 2016 budget by some principal officers of the National Assembly” to damaging allegations by both former Finance Minister and Coordinating Minister for the Economy, Dr Ngozi Okonjo-Iweala and former Independent National Electoral Commission (INEC) Chairman, Prof. Attahiru Jega, the spotlight is now on our federal lawmakers who are being perceived as no more than cheap bribe-takers.

The situation is not helped by the widespread knowledge that the National Assembly has become the watering hole of high-maintenance ex-governors, semi-literate political contractors, wanted international criminal suspects and some yesterday’s men who are now in desperate need of economic empowerment. Yet, in a situation where lawmakers behave like gangsters, the various executive bodies like ministries and agencies will begin to see their assignments in transactional terms as oversight becomes a ritual of appeasement of the greed of committee members and the budgeting process, which ordinarily should be a serious assignment, degenerates into an annual bazaar.
