Abacha Loot: Saved, Spent Or Stolen?

Former Nigeria leader Olusegun Obasanjo has explained what became of the funds recovered from Nigeria’s best advertised kleptocrat, General Sani Abacha.

Calling the court of law and Nigerians who want to know what he did with the money he recovered, “stupid,” he dignified his critics with some wisdom last week.

“I don’t keep account,” he said.  “All Abacha loots were (sic) sent to Central Bank of Nigeria (CBN), and every bit of it was reported to Minister of Finance…If they want to know what happened to the money, they should call CBN governor or call the Minister of Finance!”

To begin with, here is a general timeline of the Abacha loot story:

·         May 29, 1999: Obasanjo takes office.

·         July 1999: Nigeria begins civil proceedings in London against Mohammed Abacha, Abubakar Bagudu and companies owned by them, in connection with a debt buy-back transaction in which they had made an illicit profit of about 500 million DEM. Freezing and disclosure orders having been obtained, $420 million in assets are identified and frozen, and Nigeria demonstrates to the courts that Mohammed Abacha had failed to disclose over $1.1m in assets in Switzerland and Luxembourg.

·         Mid-September 1999: Obasanjo hires Italian lawyer Enrico Monfini to pursue assets stolen by Sani Abacha and his family. Pursuit begins from a Nigeria police investigation which showed that between 1994 and 1998, Abacha and his sons had looted the CBN of about $2 billion and transferred the money abroad.

·         30 September 1999: Monfrini lodges with Switzerland a request for interim freezing orders. Granted within two weeks, this paves the way for the lodging of a formal request for mutual assistance by Nigeria on 20 December 1999. It is discovered that all of the bank accounts identified in the request have been closed, and their assets transferred to such places as Luxembourg, Liechtenstein, the UK and Jersey.

·         November 1999: Nigeria, deploying a parallel strategy with the Attorney General of Geneva of a criminal complaint for fraud, money laundering and participation in a criminal organisation, requests to be admitted in the proceedings as a party suing for damages. This is granted, leading to a blanket freezing order in which the names of the suspects, their aliases and their companies are sent to all Swiss banks.

·         Within days, many accounts with assets of over $700m, are frozen in Switzerland as banks report and dutifully monitor suspicious accounts, including the receiving and paying accounts.

·         On the basis of the criminal proceedings in Geneva, Nigeria lodges requests for mutual assistance with Luxembourg, UK, Liechtenstein and Jersey, and within months, an additional $1.3 billion are frozen in those jurisdictions.

Of Nations, National Heroes and Tribal Bigots

Nigeria is a nation of experts without roots. We are always creating tacticians who are blind to strategy and strategists who cannot even take a step. And when the culture has finished its work, the weak institutions handcuff the infirmity. But what is at the centre of the panic which is our national culture since we are not yet free to choose our leaders?

Seeing how ineligible dunces who don't even understand the secret of their private appeal, talk less of what the nation needs jostle for power, I realize all over again that Nigeria is an unhappy contract between the rich and the poor. It is not that Nigeria is altogether hideous, it is even by degrees pleasant, but for an honest observer, there is hardly any salt in the wind.

Yet, in Nigeria, the myth of politics and the reality of life have diverged too far. There is nothing to return them to one another: no common love, no cause, no desire, and most essentially, no agreement here. Nigeria needed a hero before the exit of the White man, a hero central to his time. Nigeria needed a man whose personality might suggest contradictions and mysteries which could reach into the alienated circuits of the underground, because only a hero can capture the secret imagination of a people, and so be good for the vitality of his nation. A hero embodies the fantasy and so allows each private mind the liberty to consider its fantasy and find a way to grow. Each mind can become more conscious of its desires and waste less strength in hiding from itself. Roosevelt was such a hero, and Churchill, Lenin, De Gaulle and Mandela. Even Hitler, to take the most odious example of this argument, was a hero, the hero-as-monster, embodying what had become the monstrous fantasy of a people, but the horror upon which the radical mind and liberal temperament foundered was that he gave outlets to the energies of the Germans, and so presented the twentieth century with an index of how horrible had become the secret heart of its desires.

President Muhammadu Buhari promised CHANGE in the days and months leading to the last presidential elections. For a country in comatose, stagnated in misery and miasma, CHANGE was the sing song. At a point in the journey to the presidential elections, Buhari, to and for Nigeria, became much more than the promise of CHANGE. He became the CHANGE that the majority of Nigerians were seeking.

Thanks to the hitherto unprecedented propaganda in the history of Nigeria. It was a dexterous devilish manipulation of information that turned Muhammadu Buhari from the Satan that Nigerians have rejected at the polls for the previous 16 years into a Saint all of a sudden. He became the messiah. He became the savior. Hope rose to high heavens. Excitement was enormously generated. The enthusiasm was pervasive. It was all encompassing. Buhari was everybody’s man. Everyone was Buhari’s man. And woman!

The lies about Buhari were very big but were kept very simple in deference to the gospel according to Adolf Hitler. His party and handlers kept saying those lies repeatedly and consistently. Eventually, Nigerians believed the lies hook, line and sinker. In the face of historical facts to the contrary, Buhari became a man of integrity! Buhari became a man of competence! Buhari became incorruptible!

After sixteen years of trial, Buhari became the President of Nigeria. Contesting for an office for sixteen years consecutively would have meant an adequate preparation and deep grasp of the issues involved. The advantage of ruling the same country once before the second coming was also expected to be helpful. He was expected to know exactly what to do. Buhari was supposed to be the man with a plan; the man with the solution; the savior to salvage and save; the messiah to mesmerize, untie the shackles and set Nigeria free on the path to freedom and realization of its potentials.

Some of us believe that Buhari is and has always been incompetent. In addition to his incompetence, he is also corrupt as facts of history have attested to. Not just by his actions, but by his utterances that are well documented for and by History. But on this second coming, the day he began to deny himself and what he promised Nigerians during his campaign, it was crystal clear that he had no plans for Nigeria. It was clear he had no solutions. It was clear that he is more of the same. At that time, there was no new proof. But now he has provided a brand new proof to Nigerians and for the world to behold. And that proof is his Budget for the Year 2016!

If President Buhari Succeeds As A Leader, PDP Will Be History

I have been amused, reading a number of jokes concerning the frequency of the President, Muhammadu Buhari’s foreign trips.

Questions have been raised about why so many visits, and what are the benefits Nigeria is getting?

I will make it clear from the beginning that the critic is entitled to his and her opinion and nothing said here is intended to silence him or her.

Criticism goes with the territory and as it is often said in a wisecrack, if you don’t like the heat, get out of the kitchen.

President Muhammadu Buhari came into office under the mantra of change. While Nigerians are yearning for change, you need someone who will set up the infrastructure, both at home and abroad for it. President Buhari is busy doing that.

The change is manifest in where he visits and what he does.

In the delegations accompanying him abroad, President Buhari has slashed the numbers, bringing them down to a tolerable or the bearable minimum.

He went to the United Nations General Assembly in September with an unbelievable 32 officials in his delegation. These included his cook, his doctor and luggage officer.

His predecessor in office went to the same meeting with 150 officials and family members the year before.

Wherever they are given government accommodation and feeding, members of President Buhari’s entourage receive reduced allowances, thereby saving the government some money.

Remembering Ken Saro-Wiwa

The Ogoni people are determined: everyman, woman and child will die before Nigerians will steal their oil anymore

20 years ago on November10,1995, more than two years after he made this grim prediction, Ken Saro-Wiwa, renowned writer, TV producer, newspaper columnist and irrepressible minority and environment rights campaigner did indeed die. But not a natural death. He was executed along with eight others by a Nigerian state in the grip of military dictator Sani Abacha who felt he had run out of patience with the man that pummeled Nigeria for her tragic ecological record in the Niger Delta notably, Ogoni land.

Ken battled the reckless degradation of Ogoni as no one else did. For years before he was arrested and subjected to a kangaroo trial that ended with his execution, Saro-Wiwa stood on the tripod of intellectual discourse, writing and peaceful protests to lash out at the conspiracy of government and the oil companies that despoiled his people. He argued that this infernal bond between an “irresponsible” government and “indifferent” oil companies resulting in death-dealing blows on his kinsmen was unacceptable. Big money came from the frenetic oil exploration (exploitation). But Ogoni had nothing to show for being the bird that produced the golden eggs. Instead Ogoni had pain. Saro-Wiwa lamented that these arose from the fact that in a so-called federal set up the rights of the minority were appropriated by the state and added to the rights of the majority ethnic groups.

So quite early in his life, Saro-Wiwa decided to fight the system that encouraged this arrangement. He studied the writings of the great Chief Obafemi Awolowo, for whom he had a god-like reverence. Awo’s philosophy on how to handle the minority question-detailed in three of the major books he wrote between the 50s and 60s-warned against a contraption justifying or allowing for the economic and political suppression of the small groups by the ethnic ones. The system must accommodate the minorities as equal partners enjoying the same rights as the majors; they must have autonomy and be allowed control of their resources and their environment in the same way the majority was allowed. He predicted calamitous outcome if the minorities were not so permitted to be. The collapse of Yugoslavia and USSR proved Awolowo right.

Why Obasanjo Must Leave Jonathan Alone

At the convocation ceremony of Benson Idahosa University, Benin City last weekend, former president Olusegun Obasanjo who delivered the convocation lecture was quoted as saying that Nigerians should not blame him for the failure of the immediate past President Dr. Goodluck Ebele Jonathan. He also was quoted as saying that the actions of Jonathan as President for six years would continue to haunt the people of the South South geo-political region for a long time to come. Obasanjo who continues to pose as a messiah despite his monumental failure for eight miserable years as a civilian dictator (1999-2007) would not brook any nimbling in castigating Jonathan even when he knows that Jonathan preformed better than him by far. This has now become his stock-in-trade since 2012 when it became obvious to him that Jonathan would not allow him to have his scuttled third term agenda through the back door.

Jonathan resisted his attempt to manipulate him while acting as the Board of Trustees chairman of the Peoples Democratic Party( PDP). When he tried this gambit a few months to the 2015 presidential election, Nigerians had thought that his mission was simply to sway Jonathan's support base. But the reactions of Nigerians of varied backgrounds to Obasanjo's old tricks showed that Nigerians are no fools. The people's condemnation of Obasanjo's arrant hypocrisy was overwhelming. The first reaction came from no less a personality than the traditional ruler of Lagos, His Majesty Oba Rilwan Akiolu,  who said that Obasanjo's government was the most corrupt in the history of Nigeria. The respected monarch cannot be more correct. Amidst Obasanjo's catalogue of anti-corruption verbal interventions, the question that now begs for an urgent answer is: is Obasanjo among the Saints? Yet Obasanjo is still bashing Jonathan even after the latter has lost election. Analysts now believe that Obasanjo's recent diatribe against Jonathan is just the manifestation of his bottled up anger that the Bayelsa born former President has won international acclaim over his display of the highest form of civility by conceding victory to his opponent even when the actual result was still evolving.


Now, he is poised to incriminate Jonathan while making himself look like a saint before Nigerians. But does Obasanjo possess the moral credentials to speak from a higher pedestal than Jonathan? Due largely to the lamentable short memory of homosepiens, it seems as though we have forgotten so soon about the person of Chief Olusegun Obasanjo and his recent past. But the poor boy from Owu Village in Ogun State was led by fortuitous and opportunistic circumstances to have a rendezvous with history and destiny. Against his will and command, Obasanjo became head of state after the assassination of his boss, General Murtala Muhammed. He was said to have been the man who launched Nigeria into the estranged comity of heavily indebted nations when he took the first ever N1 billion International Monetary Fund (IMF) loan in 1978 when the Nigerian currency was 75 kobo to the United States dollar. It was said that more than half of this money was not accounted for by General Obasanjo while a fraction of it was left for the incoming administration of Alhaji Shehu Shagari in October 1979.

I Will Tell General Sani Abacha

Sunday June 8, 2014 indubitably marked the sixteenth anniversary of the death of General Sani Abacha, Nigeria’s most treacherous tyrant and who ranked with Agathocles and Dionysus I of Sicily, as the greatest dictators, not only of antiquity but of all time.

It is true that the degree of cruelty and loathsome human vulgarity that the Abacha era epitomized is already fading into the background because of the mundane and short character of the human memory. But his timely exit ought to have been marked by Nigerians just as the United Nations marks the end of the Second World War not only for posterity but also as a thanksgiving to God for extricating us from such epoch of human misery.
